Some carriers block short-code SMS messages by default. That's what your bank will be sending you. You can call your carrier and ensure you're able to receive these messages. They'll make you swear on a stack of Bibles that you understand what you're doing, blah blah blah, but they'll do it.
Too often folks get these short-code SMS messages advertising "free this" or "free that" and if you respond at all, even to say "no", you've opted in to a $10/month service. Your bill comes and if you check it at all (many folks to not) you'll notice this charge. Getting it removed and opting back out is difficult as these scams are set up to be just barely legal but a b!$%&ch to quit. The carriers end up fielding tons of complaints by customers who don't understand what they've done and the carrier has to fix it. Often the carrier ends up eating the charge before eliminating it from your bill. Hence the embargo on short-code SMS.
