We just acquired two Torch 9800s, with a shared AT&T voice plan and separate data plans. Phone B works fine, seems to have all expected functions. Phone A, however, does everything except text messaging. That is, text messages sent to phone A never arrive and text messages sent from phone A are listed as "sent" but do not arrive on the target phone.

I have gone through the entries in the Setup and Options menus and submenus on both phones in great detail and they appear to be identical in all respects.

Any idea why phone A cannot text message? Do I need to exchange the device?

Before you do anything call up att and see what they say, it sounds more like a network problem than a phone one to me.
If you swap Sims can you receive SMS on the phone in question then?

Agree with Sytner. Sounds to me like SMS isn't enabled on the one device.

Many thanks for the responses. They sent me right to the source of the problem: AT&T. Somehow, in the process of changing phones, text messaging got turned off on one phone at AT&T's end of things. All o.k. now.
