Can anyone direct me to a thread/link where I can understand what GPS capabilities the 8700c has? The feature lists the 8700c as GPS-enabled for Location-based Services.

Having said that, the 8700 has no GPS capabilities that I am aware of.

If you want to use the GPS functionality for driving directions and such (like TeleNav), I believe you'd have to get a GPS 'puck'.
