The pin/imei have to match the BSN (Board serial Number.) Since the BSN can only be written once that means that if the pin/imei are changed the device will not connect to the RIM NOC and you won't get EDGE.

As I know, BIS only identify IMEI/PIN when we register. One of my friend in Canada tested already, only if the IMEI/PIN are alive and not cloned.

I think what these posting are trying to do is to check whether the PIN of BB they bought is a real, not the fake one. Me in Batam Indonesia found so many refurbished BB sold and so many refurbished BB buyers are asking me the same thing, do they have the real PIN from RIM or will their service will be stopped suddenly once RIM "cleans their drawer out of cloned PIN" (as rumoured)---

cmon do you really think that RIM would have devices where the PIN's could get 'cloned' 'soo easily' as per the previous posts, and still pass all the government (FBI / whitehouse) security audits.
No way - BUT WHAT DOES HAPPEN IS that if a device is activated on the BIS service and then re-sold without being de-activated that when you as the unsupecting new user take the device to activate it and the server goes 'oops - sorry that device has been activated previously'...which leaves you with an issue, and possibly gives rise to suggestions of cloning..
given that RIM use the same back-end for BIS in most markets with just a different skin to support carrier x then that's quite likely.
There have actually been some cloned pins. RIM is trying to crack down on it. The unauthorized release of the MFI software is what started it all. So, it's buyer beware on buying used BB's. It's definitely possible to buy one that works for a while and then EDGE will turn to edge and never go back.
So there is no way to check it right... then yes i am risking on getting a used BB... but i can just get a used one at the moment while i get rid of my iPhone..

The devices I have heard of being shut down by RIM are the pre-release test/dev units, often sold illegally on eBay at ridiculous prices. These units have stickers on them saying stuff like "Property of Research In Motion" and "Not For Sale". Once the model is officially released, developers are supposed to return these units. RIM shuts off the PIN permanently, rendering them paperweights.
The other problem with PIN/IMEI numbers most folks encounter is that a used BlackBerry is sold while still associated with the original user's BIS account. Since the PIN is still linked to the first BIS account the new owner cannot activate it on his account. That's covered in the link JSanders provided.
