You need a BlackBerry data plan to access things such as Facebook, Twitter, and BBM. Without the BlackBerry data plan, you won't be able to use those apps.

Contact your carrier. It is an additional fee.

Contact AT&T for specific pricing.
You will not get 3G or 4G on AT&T as you are using a T-Mobile phone.

Have to ask why you bought a brand new BlackBerry and don't seem to understand what's needed to get it working....

AT&T doesn't care if you use another carrier's unlocked device.

AT&T does not currently offer BlackBerry Data (BIS) on pre-paid.

They do in general, but pre-paid plans are the exception. I just don't think they're able to add the BB data plan to pre-paid. So you get the basic phone/sms functionality but nothing else.

switch to Simplemobile. They have a prepaid blackberry plan. MVNO on the T-mobile network, and the added bonus is that your new T-Mobile 9900 will get 3/4G

As has been said before above, you're better off calling AT&T to get accurate information. However, since you have a 9900 who knows if they have the proper service books.

Based on their wireless website, for supported Blackberry's, it seems the monthly plans are like this:
DataPro 2GB for Blackberry for 4G - $25.00/month
DataPlus 200MB for Blackberry for 4G - $15.00/month

And without a BlackBerry Data Plan you will not be able to use the social media APPS that you mentioned.

And you will have to change to a contract plan. AT&T does not currently offer BlackBerry Data on prepaid.
