I have two unlocked Verizon Storm 9530 and the problem is that one of them is showing lowercase edge. I have tried everything and no luck changing it to uppercase EDGE.

When I try to register the PIN & IMEI on my PC at my carriers blackberry login page it says. This device is already registered to another service provider.

I bought these brand new in sealed boxes so if your thinking that I need to contact the previous owner to release the PIN from his BIS it does'nt matter becuase this phone was never used before.

Some people have suggested that I install the AT&T service books but i wonder if that will work since I am from Pakistan and there is no AT&T here.

I do have another Storm which is working just fine and has all the service books, etc.
Is there any way I can copy the service books and host routing table from the working device to the other one?

You cannot transfer service books from one device to the other. They are specific to that device and sent by the carrier. You need the service books from the carrier providing your voice and data services.

As for the IMEI and PIN being used, I suggest you call your carrier and see if they can assist. My guess is at least one isn't new. Where did you buy them - eBay?
