Flycast (free) has a lot of streaming sources - more than a thousand - today, not many of them are radio stations, but I got a press release from them last week announcing an initiative that targets radio stations.

But the best solution for a local FM station is to create a homebrew BlackBerry add-on. All you'll need is a pocket transistor radio & a few rubber bands.
