You do need to make sure you do not have a power problem. Make sure the battery is tight in the compartment and that terminals and contacts are clean and not bent. Plug into a wall charger and leave for an hour. Then while still plugged in, remove the battery for a moment an replace. If it does not boot, it would be a good idea to try with a battery that you know is good.

You also need to remove the micro SD card if you are using one. If the device boots, then the card is the problem.

If not power and not the card, then the next step is to wipe the device and then reinstall the device software.

See blackberryfaq.com and the article on JL_CMDER. Use this to wipe the device. An alternative is to use BBSAK.

After wiping, install the OS from your carrier, or see the latest OS thread for your model here on the forum.

You'll need to verify the problem is not the USB cable, not the USB port on the computer, and not the computer. Then see What to do next if Jl Cmder will not connect and wipe - BlackBerryFAQ.

It is a process of elimination. Your problem could be hardware, something broke or failed. If you exhaust all other possibilities, and you are unable to wipe and reload the software, that is what will be left to conclude.

Also, be aware that some have had to repeat the procedure at the link above a number of times to make the connection. If you have to use that procedure and it doesn't work, try again.

Make sure you are logging into the command prompt with the administrator privileges.

As an aside, you posted this question in the Legacy forum which is designated for blackberries past their end of life cycle (8800, 8700, 7290 and older). In the future, you should post your questions about your Storm 9500 in the appropriate forum: http://www.blackberryforums.com/gene...cussion-storm/ . This will give you a better chance of people reviewing your questions who have your device and may help your questions get answered easier.

Take the battery out and then put it back in.

It may have "died" because of a software problem, not because the battery was dead, if this is the case only a "battery pull reset" will solve the problem.
