IT Policy on IM

I'm very confuse about IT Policy on instant messenger. A group of new staff (field Engineer) is getting Nextel BB. As usual, we locked down all third party access. However, someone from higher up is complaint that the Field Engineer need to use Instant Messenger which Blackberry Instant Messenger is fine. That's not what they. They want AIM, Yahoo or GoogleTalk which already come with the icon.
Here is the issues, user still need to download it. Even our Security guy setup exclusive policy to allow them to use IM (According to RIM Rep, it is only for connectivity).,.. So, what is the point to block third party installation, when we still need to download those IM program.
Is there anyway around it?
RIM need to work on their IT policy. I do understand sometime staff need to get in touch with someone. However...
