Bought a used one. How can I get a new PIN so that the buddy of the older user won't show up?

The PIN is tied to your hardware and you cannot change it.

Go down to a local branch of your bank and tell them to reset your pin. ;)

If it is in BlackBerry Messenger just delete the person. Also shoot a note back saying you are the new owner. A PIN is with a device for life.

I wiped the device. However, the prior owner is quite popular and I kept getting messages. Tired of reply to each one telling them it's a new owner.

Are these emails, PIN messages or BBM messages? If it's email you need to get the former owner's BIS account deleted.
