The level assigned to a message. You can set it by doing the following.

To change the priority level of email messages on the BlackBerry device, complete the following steps:

On the Home screen, click Compose Email.
Select the name of the message recipient.
In the Message screen, click the trackwheel, then selectOptions. The Current Message Options screen is displayed.
In the Importance field, click the trackwheel, then selectChange Option.
Select the preferred priority level (Low,Normal, or High). The default is Normal.
Click the trackwheel, then selectSave.
Compose the message and send.

The BlackBerry has the ablity to flag a message (email or PIN) as 'Level 1' based on filters you define in your BIS or BES setup.
It's an old setting that still ives on and was largely used to change the alert tone for specific messages, in the days before personalized ringtones were an option in the BlackBerry OS.

For example, you can set filter in your BIS set up that says something like:
"Mark any messages from my boss as Level 1"
Then when your boss sends you email, the BlackBerry will have a different ringtone to let you know that the message is "important".

What tsac refers to above is incorrect and has nothing to do with Level 1 messages.
