Nope -- you're misunderstanding what we're telling you. You can't "remove BES and install BIS" (or vice versa). They're distinct and separate and can be run simultaneously. There's no need to remove the setup for one in order to setup the other. If you can't set up BIS then there's either an IT policy preventing this or some other issue that you need to resolve. It has nothing to do with BES (aside from, again, IT policy).
The Enterprise Activation icon is used for activating on BES -- it does not mean that your BB is set up for BES. To verify, you can click on it. If you're on BES it will say "Status: Activated on..." at the bottom of the EA screen. Otherwise, just ignore/hide the icon.
All BB's are BES and BIS capable and you can't remove these capabilities. The only possible restrictions are: 1. You subscribed to a personal BB data plan which precludes the use of BES (irrelevant in your case) or 2. BES IT policy prohibits use of BIS. You don't load/install BES and you don't load/install BIS. It's just a matter of which service books get pushed to your BB. It's pretty apparent from your symptoms that something is preventing the push of BIS service books to your BB.

Also verify with your carrier that your Blackberry data plan is properly provisioned. It's rare but there are instances where things aren't set up properly on their end. They should be able to verify by sending you a PIN or something.
Are you getting upper case EDGE (or upper case GPRS) by your signal strength meter?
What do you have under Options->Advanced Options->Service Books?
As Thatzmister2u said, check your PIN and IMEI under Options->Status and compare to what you provided to your carrier's BIS site.
