Emails not syncing for the days devices is switched off.

We have BES and a handful of users with different handsets.
For 1 user their emails do not sync during the period it is switched off. So if the user does not switch on for 2 days when he switches his device on it totally ignores those 2 days and does not update in sync with his outlook mailbox. i have checked all email setting, sync etc. and all users are set the same way and do not have this problem.
Any ideas?
