Default Is it possible to define a new keyboard language?

Hi everybody,
My native language is Farsi/Persian but unfortunately blackberry hasn't provide keyboard language for it yet.
As a matter of fact, Arabic language is similar to Persian language with difference in only 4 characters, and blackberry supports Arabic keyboard language, so I don't think there is a lot of work to be done to provide Persian keyboard language.
Anyway, I decided to define my own keyboard language for Persian, but I don't know if this can be done by a third party or not? If it does, how?

Please help me

I forgot to mention that my device is bold 9900.

Blackberry has a developer site you can go to and research the ability to do this.
