We have installed BES on Win 2003 R2 with SP2.
Enterprise activation over network (USB locally on server / BB remote desktop SW) worked fine.
Enterprise activation over wireless network didn’t work.
In log we found this:

l } GetDeviceId() did not return a PIN, PIN currently is not set for this user.
On Blackberry device (8310 or 8100), after long period of time cca 30 min, error was shown: 'The server is not responding. Please contact your System Administrator.'
During startup of BB device, two messages is received from T-Mobile and Blackberry (Your handheld has been registered with the wireless network.).
We also tried procedure found on BB forum

1-Everytime you EA a user, after you have set the Activation password. Always close the user property window. This will make sure that the BES will be able to pick up the user PIN number and update the mailbox accordingly.
2- For all those users currently in this state, you can just set the Activation password, close their property window and EA the handheld again.
but still without any success.
PIN message from and to BB device works fine, i.e. before activation is done it is possible to send and receive PIN message on BB client device.
My environment is:
BB Enterprise Server Ver. 4.1.2.25
MS Server 2003 R2 Standard Edition with SP2
MS Exchange 2007 Standard ×64
