To get DM working, you might need to reboot your PC or delete it and then reinstall. In any case it appears that you need to reinstall the OS. Make sure you delete the vendor.xml file.

Upgrade to the latest version of BlackBerry® Desktop Software.
Remove any recently installed applications on the BlackBerry smartphone. For instructions, see KB10376.
Install the latest version of BlackBerry® Device Software on the BlackBerry smartphone. For instructions, see KB03901.
