Ok. I don't know where you were searching. These three topic are like the most discussed.
I would recommend searching:
Pictures
Browser
Hotmail

Or
how to put pictures onto the 7230
-there are two ways. First, get a marker and start drawing. Or cut out the picture you want and glue it on.
how to get on the net
-you have to dial-up first. go into your phone application and dial 1-800-INT-ERNET
-open Internet Explorer. look for the IE logo on your home screen.
set-up my hotmail
-this is a bit more complex. you have to do it on the internet. follow the steps above and log into hotmail.

Mongey,

Simply e-mail it to yourself, retrieve the file, save it to the default location which should appear in your "Pictures". From there you have the option to set it as a background or screen saver.

Hope that helps.

Default Ascendo Photos

If what you want is a mini-photo album on your blackberry, check out Ascendo Photos. http://www.ascendo-inc.com/ It allows you to load photos from your desktop over the USB connection and display them as well as acting as a "screen-saver".
