Why not just buy it in Belgium? Base, Mobistar and Proximus all sell 7290's.
To answer your question, a SIM card from a local carrier will work in a USA bought 7290 (assuming it is an unlocked device), but your SIM will need to be 'activated' for BlackBerry by the carrier so we will require an a new plan or an additon to your current plan.
