Rogers told me today that i needed blackberry data on my account to be able to use picture messaging, but then i heard that there was an app that let you do it without the data package. Anyone know about this?

Yes, you do need a data package. I believe T-Mobile users can add the BlackBerry Feature Enabler that allows for picture messaging without a data plan (as long as you are subscribed to some sort of messaging package).
