So I know about mptrim but does anyone know of a good too on the PC to downsample an MP3 tune to a friendlier ringtone size?

Try the "search forum" feature, or go to the forum for Themes and Ringtones. You'll find plenty of answers there. Audacity, with the Lame DLL addin is what I use.
