I'm referring to the spot where usually you see the post count status level: new member, knows where the search button is, etc.

I've noticed on some members that they are able to change it to something aside from the ones listed out in the sticky. Does one need to get above a certain number of posts before that option is enabled or are a mod-only privilege?

Yes, some users have been given custom user titles outside of the ordinary 'post accumulation' dictated user titles.
