In the past week, I have noticed a glitch in the private message system.

If I reply to a message... spend a couple minutes typing... then hit SUBMIT, it tells me I have to wait another 60 seconds to send it. No matter how long I spend typing my reply, it starts that 60 second counter AFTER I hit SUBMIT for the first time. So, I have to wait another 60 seconds.

This happens most of the time (not every). It didn't used to do this unless I fired off a quick reply.
