It certainly sounds like a router issue but before spending money on a new one check to be sure you have the latest firmware loaded onto the one you have now.
For bandwidth you're looking at 60-70Kbps per call is what I've seen quoted. I think the only way to be sure would be to check your bandwidth usage before a call and then the usage during a call.
