Can an AT&T user get BB data over wifi?

Can an AT&T user with a data plan get BB data over wifi? I mean email and BB messenger, not internet.

Basically if you travel overseas (and have a BB data plan), can you turn of the mobile network, connect to a wifi spot and get BB data?

Do you only get charged for data that goes thru the network and not for the data that goes thru wifi?
