Cell Broadcasting Service

Just a general question, What is "Cell broadcasting service" I have handheld v4 and under options -> sms -> in the bottom of the screen is says cell broadcasting service on off. I searched the threads with no luck and curiousity is killing me. Anyone know? I'm on a 7290 by the way
