Instructions for installing on the 9900:
1. Download the above OS file to the PC then install it to the PC by running (double clicking) the file you downloaded.
2. Go to c:\program files\common files\research in motion\apploader and delete the file named "vendor.xml." Vista/Win7 users: In the apploader folder, simply click on "Compatibility files" to see the actual Vendor.xml file. Once you've got that - simply delete the vendor.xml file there (even if you've deleted or think you've deleted it in the folder previously) and voila, it will allow you to update to the newly installed OS!
3. Plug in BB and double click on "Loader.exe." It's located in the same place as the above vendor.xml file.

The process may take up to 45 minutes to an hour depending on how much data you have to backup and restore during the process. Once it's done loading the new OS it will reboot (it may do this twice during the entire process.) You will see a black "BlackBerry" screen with a status bar for up to 20 minutes at a time while the DM says "waiting for initialization."
If, for some reason, you end up with a white screen with small icons and the number 507, simply connect to the PC again and run Loader.exe again, and it should load the OS to the device.

Same build with Asian Language is also available. Just select 9900 on the dropdown box, and you can choose AllLang or Asia.

You seem to be right, they pulled 7.1 off the website for some reason. I am sure another carrier will popup with a version soon. Link in Post #3 is working, just have to fill out all your info.

So I've downloaded this and am having an issue.

Once installed, I reboot my computer and then delete the vendor.xml file.

Once I un the loader program it sees my device, scans and then only shows 3rd party applications and none of the OS stuff.

Upon using a 9700 and trying to update its software, same problem!

I uninstalled all Blackberry software, did a 9700 update I had to get done, then installed this 7.1 and tried on my 9900 only to see the issue happened again.

Anyone have an idea of what might have happened?

I'm currently running 7.1 Bundle 648 (v7.1.0.205, Platform 5.1.0.181) which should mean I'm not ahead of this package.

Downloaded and installed. Anyone notice a difference yet? Someone mentioned a mobile hotspot feature in the 7.1OS for the 9930. Where can I configure this in the 7.1OS for the 9900. I also noticed there is now yet another upgrade to BBM.

What version of DM? Try deleting the vendor and disconnecting from the internet. Then reboot and try. Vendors are sometimes repopulated.

I have been on 267 for a month or so. Better than the last? Probably. Battery Saving Mode, HotSpot, better battery management (I don't see it, but some have mentioned it) I guess coming from 7.0.x.xxx it can be very different, but I have been on 7.1 for months, and can't really tell anymore what has been changed.

Can I use the above software to upgrade my bb9900 os even if my phone is locked?
I have an etisalt locked phone in UAE.

It seems that only 7.0 versions are there...is there any other place that we can get the 7.1 for 9900?

I am having the same issue (7.0 only OS's). The one link above that works for 7.1 is for Asian only. Telus here in Canada has been saying for about a week on its web site that 7.1 is coming soon. Hope it does soon.
I am expecting my 9900 hardware upgrade to arrive this afternoon (tired of waiting for OS10 and miss the original bold 9000 key pad) so am anxious to jump to 7.1 right away.

For some reason I am only getting 7.0 OS's on link 10.
Maybe my computer is saving old info in its cache. It me do a reboot and disk check to try and lean out old flotsam
