if im in england using wifi in my home and someone from englands gone to america but they are using wifi there to bbm me is it free?

Yes.

As long as both have an active BlackBerry Data Plan wherever their phone is active.

in order for BBM to work you need a BB data plan.

Yes. It must be a BLACKBERRY specific Internet Data Plan.
