It seems to me that the easiest way to insure this is to go to "Manage Connections" and turn off (uncheck) "Mobile Network", leaving "WiFi" on (checked).

so one would have to create a profile for EVERY contact ?

In my BB 8320, one can create an excception, give it a name, associate it with a profile, and add a number of names.
