The 19.99 plan is still available, but it requires a line that has a voice plan on it. The 29.99 plan is the same plan, but it doesn't require a voice plan in addition; it can be on a data only line.

It seeems that you may be using the My T-Mobile site rather than the BIS site. T-Mobile did away with their BIS site last year. The only way to use BIS instead of My T-Mobile E-mail is to set it up...
