Using a non carrier SIM card in a locked cell phone can cause various issues with data and calls. Some carriers wont even allow the phone to connect unless the SIM is theirs.

Just a thought, If your not having any issues with anyone else and only him I would delete his contact and any test messages and add him back making sure the number is correct. I had a similar issue...
