I've run into this 3 times in the last 3 days. Only way I can get around it is to run DBClean on the user's mailbox and then add them to BES.

They are "researching a nationwide outage" and during that time no SRP connections from the BES to RIM will be successful. No ETA. When resolved, we'll know because the servers will start working...
