I thought this was the answer but I called my previous carrier and they verified not only that it wasn't on their network anymore but that when they looked it up or tried to re-add it, it showed up...

I've desperately tried all steps listed here plus deleted all service books and registered again, but I still cannot connect to BIS. Are there any other suggestions? Strange thing is before switching...
