Beware... Do not install BES4 SP4 on an environment running Exchange 5.5. You will bring your BES to it's knees and at this stage, the only fix is to pretty much re-install. Not 100% sure if you can...

You can insert them directly into the database. If you are using MSDE a good GUI would be Teratrax. But be warned, RIM takes this as an unsupported configuration if anything goes wrong...
