I have been having the same issue...I found this on another site and it worked for me...

If you look at your service books, Bell sent new WLM service books: "WLM 2.1 [KEYNEGO]", "WLM 2.1 [BBIM]" and "WLM 2.1 [BBIMCONFIG]". Those 3 new service books are probably the reason why WLM isn't responding, possible conflict with old service books?

go to your service books (OPTIONS>ADVANCED OPTIONS>SERVICE BOOKS) and delete the service books I mentioned above: "WLM 2.1 [KEYNEGO]", "WLM 2.1 [BBIM]" and "WLM 2.1 [BBIMCONFIG]". You should be able to sign in if you were getting the "Command Failed" error. If you don't have those service books, then this does not apply to you. Also, Bell will probably resend them when you turn your phone off or reset it where in that case, you would have to delete them before logging on again.
