Angry Tethering Speeds for 9700 Slower than 9000 on AT&T?

I used to have a Bold 9000 that whenever I tethered over bluetooth, and I did a speed test, I would get 112ms in the latency test, 1.7mb/s down, and .7mb/s up. I have followed many ways to connect my 9700 to my MacBook Pro, bluetooth, wifi, and usb. In each and every connection, I receive 450ms in the latency test, .5mb/s down, and .08mb/s up. I am receiving horrible speeds. I am wondering why I could be getting these, when I used to get such high numbers before.

I am using 10.6.2 Snow Leopard.
I am using os 5.0.0.351.

Troubleshooting
I have tried different modem packages.
I have tried different connection types.
I have tried previous blackberry OS's.
I have tried even using it on my MacMini using 10.5.

I cannot seem to find a connection. The only thing I can think of is if they some how capped my speed on AT&T whenever my blackberry is set to Modem Mode. I see that people using an AT&T 9700 have significantly slower speeds than 9700 users on Rogers and T-Mobile.

Please help me, I don't want to go back to a 9000 with its terrible battery life and bulky phone.
