I don't have UMA enabled on my account either, but can still use UMA to make calls. HOWEVER, without UMA on your account, the minutes used in a UMA call will still come out of your wireless minutes' bucket.
But for me, I have spotty/poor wireless coverage in my basement. Usually I am next to my router, so I have always had email/BBM/browsing ability with or without UMA, but I did not have call capability. Now, with UMA, I can make/receive cellular calls even if I have poor or no network signal.
I don't make enough calls to justify signing up for a UMA Add-On, but UMA capability is still huge for me to avoid missing calls.
