There were many issues resulting from the 10.3.1 upgrade 2 or 3 weeks ago, and this was one of them. ....

As the problems seemed to occur with OTA and Link and not Sachesi or autoloader, the common advice was to do a clean install with autoloader.

The OP's device could be broken. But worth trying an autoloader. The battery probably needs to be charged first. I'm not 100% sure about that.
