I called TMobile after having the same issue with my 8100 in the DC area and was told that there is a global Blackberry outage.
Outgoing emails OK.
Incoming emails are being "accepted" but not "delivered" to BB device.
I did manage to negotiate 150 bonus minutes that would be good for three (3) months that will rollover from TMo for the problem. Some others have gotten cash credits.
