Maybe this can help. Aside from those other suggestions (Which thanks, helped me a ton finding this thred to use the dsacls.exe), some users are probably not inheriting permissions anymore.
If any user had ever been made an admin (apparently they were using this quite a while ago to install certain apps under people's credentials), it will uncheck the inherit permissions. So even if you have run the dsacls.exe, they do not have the permissions specified.
You you either need to go into the permissions and add the BesAdmin perm to send as, or go to the advanced of their security and check "inherit permissions", assuming they are not currently domain admins. If they are domain admins, you have to explicitly add the send as perm.
