Maybe I'm wrong, but I've always thought that the BES was considered the "weapons-grade" service, while BIS was more of a "best-effort" system.
With so many ISP's and so many configurations, BIS is by nature a very basic service. While it works great most of the time, I could see where problems could crop up.
But you're right. It's simply an opinion.
