These are tough to diagnose without more information. And since it apparently isn't booting properly makes it tougher.

Did you load any apps or themes right before this began to happen?

You probably need to wipe the device with Jl_cmdr (see the FAQ) and reload the OS (see the yellow sticky at the top of the 9800 section).

Keep in mind that all of your data will be wiped as well.
