If you're trying to upgrade a device without having a BB data, plan these is a workaround. I had ordered a bunch of 9330 devices and all but about 8 of them came with OS 6 installed. I wanted to install OS6 on the 8 devices to keep them all consistent. However, I didn't want to activate them before doing this, thus moving the user's number to this device and leaving them without a working device.

To accomplish this, I did the following:

Open Desktop Manager and go through like you are going to upgrade. You will come to a screen stating that you need a BlackBerry data plan to upgrade. Leave DM on that screen.

Once DM is showing that screen, launch Loader.exe and go through the upgrade process. It should complete the upgrade without any issues.

Remember to delete the vendor.xml file before trying to upgrade.
