I would say the are just acting clueless to avoid further problems. Not sure how many carriers offer the service and how many have support for the feature. I called ATT and they were clueless but did acknowledge it is a service. their service is called "call protect"
It has limits and will not block calls from unknown numbers. to me that makes the service useless.
