On Feb. 2nd, Tmobile responded as follows to my similar question re: data costs while in Cabo, Mexico. I didn't do any Web browsing while there, and turned off push on the browser. Email worked great. I subscribed to the $19.95 international bb plan, then turned it off 8 days later (just after my return). I'm using a 7100t with BIS (no BES). I set up my phone to forward all calls (to voicemail which instructed the caller to send me an email if they really needed me) before I left the states so I wouldn't get clobbered with roaming charges ($1.49 minute in Cabo). I turned on the 7100t around lunch each day, and responded to emails. I haven't received my bill yet:

Dear Paul,

Thank you for taking the time to contact T-Mobile. I do apologize for the delay in a reply to your email. If you forward all calls directly to the other number with the forward all calls the minutes would not be charged roaming and they would be just taken from your allotted rate plan minutes.

The Blackberry Internet Email is for email thus the attachment will not be charged if included in the message received. Though if you go to another link or browse the Internet there would be a charge for the transfer of data in amount of 15 dollars per MB.
