S/Mime support package must be specificall added to the device. Install the OS onto a desktop PC (either from the supplied CD or downloaded from RIM). Then use the Desktop Manager to add the S/Mime support package.

Also, be aware that unless you are provisioned on a BES you will only get S/Mime support for PIN messages, not Email (unless that has changed between 4.6 and 5.0, I haven't specifically checked).
