Sync stopped after Plan change

Hi all,
One of my our BES users upgraded his data plan to ulimited. This plan did not include BES access. They called and had their data plan changed back, but the BB still will not sync.
My BES doesn't not seem to talk to it anymore, not since the plan was change to unlimited a couple of days ago.
The user has pulled the battery, to reset the device.
I have tried resending the IT Policy, but that fails.
Any ideas?
