First, rule out a charging problem. If you are using a USB, try a wall charger, or vice versa. When a battery is dead, you need to let it charge for a while, then remove and replace to get the device to boot. Keep that in mind when you try another charger or charging mode.

If you can't charge it, try another battery, either a borrowed battery, or buy a new one.

It is possible, though remote, that your battery termals are dirty. Check for dust or debris, or corrosion.

My bad. I missed your statement about trying another battery.
Two other possibilities: hardware failure on the device preventing charging (USB broken), or a failure of your charger (USB cable failed, wall charger failed, problem with USB port on the computer).

If you have tried different ways of charging, then I would believe the the device is broken.

Something I would be curious about: If you are able to charge the battery in another device or a stand alone charger, then install it in this blackberry, will it boot?

Is it used? If not I would return it while you can. If it is, check the terminals. Are they all sticking up high enough to make contact with the battery?
