Garbled Bluetooth

Why can't the phone understand speech through a Bluetooth device? It takes 8 tries to get the phone to understand me when I ask it to call google info. Google can understand me just fine once I get connected. A wired headset is the same environment works flawlessly for voice dialing. Is it the Nuisance software? The hardware? Is there a fix?
