Role Based Administration

Hi all,
We just brought our BES server in house and I am setting up Role Based Administration to allow our Help Desk Supervisor access to BES.
I started by granting him "Senior Helpdesk Administrator" but he did not have the capability to do Enterprise Activations or Add Users; so I bumped it up to "Device Administrator", still no Add User; so I went to "Enterprise Administrator" and still no Add User....
What's going on here? Per the manual "Senior Helpdesk Administrator" should be able to "perform all user account management tasks"....
Any ideas?
