I have a BB BES device and i will get a full synchronisation trough bes without a sim in my device. When i stays a the office there is a full syncronisation. When i'am at home on my home wifi or a public hot spot, there is no connection with my bes server. I have also configured a VIP to my bes on port 4104 but the same.

When you're in the office, you're utilizing the Wireless Bypass feature of the BlackBerry Infrastructure. It allows you to use WiFi-only, in the same was as you'd be able to use your device while cabled via USB.

If you don't subscribe to an Enterprise BlackBerry Data Plan, then you won't get any data functionality outside of your local LAN.

and there isn't a solution to bypas this option. If i create a vpn on the device, then he synchronize trough vpn to the bes.

No, that's not possible.
BES functionality requires an Enterprise BlackBerry Data Plan to be provisioned on the device. (If you plan on using the device outside of your local LAN via Wireless Bypass)
